Cobalt for Development
Our Approach

Responsible ASM through practical actions

C4D applies a scalable, pragmatic, and flexible implementation model to support improvements in the ASM sector. We work with selected ASM sites to strengthen responsible practices through operational support, provision of technical expertise, and institutional cooperation with government, ASM actors and industry partners. Our interventions are grounded in the political, regulatory, and economic realities of the DRC and aligned with EU strategic priorities.

At its core, C4D demonstrates that responsible, legally compliant and commercially viable ASM is possible. Our approach connects on-the-ground implementation with wider replication and sector-level uptake by strengthening selected ASM sites, supporting EGC, SAEMAPE and other national stakeholders, improving the enabling ecosystem, and facilitating direct linkages to formal markets. Across all activities, C4D prioritises approaches that are scalable, replicable and sustainable for local actors.

C4D scalable implementation model and responsible ASM practices

Working across 4 strategic Pillars

01

Responsible operations

  • Strengthen ASM formalisation by facilitating good management practices and documentation.

  • Sharing technical capacities with cooperatives, miners and sector stakeholders, for continuous improvement and towards alignment with responsible mining practices and reduce on-site risks and adverse impacts.

  • Promote and define measures for responsible mining practices at pilot and additional ASM sites.

02

Market linkages

  • Build a viable business case for formalised ASM by aligning production with downstream responsible sourcing requirements.

  • Connect responsible artisanal production to formal, regulated markets to develop incentives for improved practices.

03

Upscaling

  • Develop replicable operational models for responsible ASM.

  • Use pilot sites as proof of concept to enable the scaling of responsible mining practices.

  • Support capacity strengthening of state actors to roll out training approaches and responsible practices across the sector.

04

Enabling ecosystem

  • Facilitate governance, transparency and coordination across institutional environment through close cooperation with public authorities and ASM stakeholders.

  • Creating synergies with other development programmes and initiatives to address systemic challenges in the sector.

  • Advocating for the transformation of ASM.
